Mechanism of Action

Core Research and Technical Cooperation Mechanism

The Core Research and Technical Cooperation Mechanism brings together a number of regional and international technical researchers, from international and regional organizations and entities supporting the Arab team, to work with a team of experts and researchers at ESCWA, under the umbrella of the joint project of ESCWA and the League of Arab States. The Core Research and Technical Cooperation Mechanism is focused on developing the scientific content of the agenda, strategy, and executive action plan.

Each Arab country wishing to join the project shall nominate a national researcher (or more) as its national research focal point (according to the specifications specified below) for these researchers and/or assistant researchers to work in communication with the team of experts and researchers at ESCWA and the regional and international technical researchers, under the umbrella of the joint project of ESCWA and the League of Arab States and through the Core Research and Technical Cooperation Mechanism concerned with developing the scientific content of the agenda, strategy and executive action plan.

Specifications for National Researchers (National Research Focal Points):

  • Scientific and practical experience in ICT policies for development.

  • It is desirable, if possible, for researchers who have worked with ESCWA in 2019 and 2020 to participate in the preparation of national reports for digital development in their countries in order to achieve harmony between work at the national and regional levels (Jordan, United Arab Emirates, Iraq, Tunisia, Palestine, Sudan, Sultanate of Oman, Kuwait, Mauritania).

  • Research experience in developing studies and research on relevant regional and national strategies, and full proficiency in using social and economic research tools and methodologies in the field of information society or the digital economy.

  • Practical experience with international and regional organizations in the fields of international and regional cooperation, and proficiency in at least two languages, including Arabic.

Mechanism of work of national researchers (national research focal points):

  • The researchers joining the project, whether from partners or delegates from their countries, will work semi-independently for 9 to 10 months under the umbrella of project management from the date of its inception.

  • They are committed to actively participating in all actual or virtual meetings, presenting completed documents on the team's work, and taking notes on them.

  • The researchers are committed to updating the documents according to the observations of the Arab countries, the Arab team, or the Joint Technical Committee, and re-presenting them to the Arab team or the Joint Technical Committee for follow-up, as the case may be.

  • The contract will end after submitting the required documents.

 

Joint Technical Committee

The Arab working group is responsible for formulating the strategy forms a small working group that emanates from the team and serves as the "Joint Technical Committee" or a permanent communication link between the Arab working group responsible for formulating the strategy, the university secretariat team, and the ESCWA secretariat team.

The Joint Technical Committee consists of representatives from Arab countries that wish to join the project, a representative of the League of Arab States, a representative of the Arab Organization for Communication Technology, the project executive director from ESCWA, the team leader from the League of Arab States, and a representative of any organizations that wish to participate, subject to the approval of the Arab countries and the Technical Secretariat of the Arab League
